A Fully Digital Labour Ecosystem
Under the new system, employers, employees, and domestic workers can now complete most transactions entirely online, with many approvals granted instantly. By leveraging artificial intelligence, data integration, and smart automation, MoHRE has streamlined procedures, reduced documentation requirements, and accelerated service completion times.
Key achievements of the rollout include:
- 95% reduction in work permit processing time
- Academic qualification verification in under one minute
- Electronic authorisations completed within two minutes
- Instant allocation of work permit quotas
- Up to 100% elimination of in-person visits for key services
- Significant reduction in required documentation and data fields
The transformation is supported by enhanced data integration with federal and local entities, allowing for real-time verification of IDs, passports, employment contracts, and academic credentials.
Enhancing the Business Environment
For the corporate sector, the reforms translate into faster hiring cycles, simplified compliance processes, and reduced administrative overhead. Establishment services, including the issuance and updating of establishment records, are now fully automated, reducing procedural steps and eliminating the need for physical submissions.
The newly expanded “Emirati Work Bundle” integrates job registration, hiring, wage protection, pension, and insurance registration into a single digital journey. The bundle has reduced procedures by up to 95% and shortened completion times by approximately 85%, enabling companies to onboard employees more efficiently.
Domestic worker services have also been optimized, with attachment requirements removed and data fields significantly reduced.
AI-Powered Customer Support
In addition to backend automation, MoHRE has upgraded its customer experience through AI-driven call centre services. The system provides immediate automated responses, intelligent call routing, and the ability to complete transactions within a single interaction. This reduces wait times and enhances service accessibility for businesses and individuals alike.
Driving the UAE’s Competitive Edge
This initiative represents the second phase of the Zero Government Bureaucracy Programme and reflects the UAE’s broader strategy to position itself as a global leader in smart governance and digital transformation.
By eliminating traditional paperwork and face-to-face procedures, MoHRE is not only increasing operational efficiency but also strengthening the UAE’s attractiveness as a business destination. Faster approvals, reduced processing times, and seamless digital integration create a more agile labour market an essential factor in supporting economic growth and investment.
As government services continue to evolve through artificial intelligence and smart automation, the UAE sets a benchmark for how digital transformation can redefine public sector delivery and enhance the corporate operating environment.
