The UAE Ministry of Human Resources and Emiratisation (MoHRE) has issued clear guidance outlining four key rules employers must follow when selecting health insurance policies for employees, reinforcing the country’s commitment to workforce welfare, productivity, and labour market sustainability.
The move is aimed primarily at private-sector employers and domestic worker sponsors, ensuring that health insurance coverage goes beyond compliance and genuinely supports employee wellbeing, operational continuity, and job satisfaction.

Four Pillars for Effective Employee Health Insurance
MoHRE stated that before choosing a health insurance policy, employers must ensure the following four essential pillars are met:
- 1. Genuine coverage of basic healthcare needs
Health insurance policies must adequately cover essential medical services, ensuring employees have access to real and meaningful healthcare support.
- 2. Clear and fast approval procedures
Approval and claims processes should be simple and efficient to prevent treatment delays that could affect employee health and workplace productivity.
- 3. Easy access to medical networks
Employees should be able to access hospitals, clinics, and healthcare providers without administrative hurdles or restricted networks.
- 4. Convenient location of healthcare facilities
Healthcare facilities should be located close to employees’ workplaces or residences, improving accessibility and continuity of care.
The Ministry also stressed the importance of clear and transparent policy terms, which help avoid disputes and ensure uninterrupted healthcare services.
Boosting Productivity and Job Satisfaction
According to MoHRE, adherence to these pillars enhances worker safety, job satisfaction, and sustained productivity, while reducing issues linked to delayed medical treatment. A well-structured health insurance policy also supports operational continuity and contributes to a healthier, more stable workforce.

Basic Health Insurance Package Details
MoHRE highlighted that the Basic Health Insurance Package provides comprehensive coverage for private-sector employees and domestic workers. The package currently covers around 380 healthcare providers across the UAE, a significant increase from previous coverage levels, ensuring wider access to medical services.
The package is priced at approximately Dh320 per year, with policies typically valid for two years, offering employers a cost-effective alternative to direct treatment expenses while improving employee protection.
Health insurance policies can be purchased through MoHRE’s official digital platforms, Business Service Centres, or via the Insurance Pool Contact Centre.
